There is a difference.

1617PK is a single speed, 2 HP kit.

1617EVSPK is 2.25 HP, variable speed kit.

1617EVSPK-RT is the variable speed kit, but it's reconditioned, not brand new. It still comes with the factory warranty, and is a little cheaper than the new one. Hope this helps.
