my windshield wipers have 8 delay settings and they only work on the fastest speed. switch or motor?

i have a 93 lebaron and my windshield wipers only work on full speed now. would that be the windshield wiper switch or the wiper motor?

Either the switch is bad, or the control unit its attached to is bad. Since the delay is created in the control unit, my money is on its being the problem.
