I am wondering if it matters if when charging a cell phone or other device with a cord for charging, does it matter if you plug the cord into the the phone first, and then into the wall outlet, or can you plug it into wall outlet and then plug it into your phone? What about other electronic things like lap tops, cameras, etc.?
