I am looking online for a server because I want to set up a client/server network at home.
I need it to have at least:
- 1 GHz processor
- 512 Mb of RAM
- Network interface card capable of 100 Megabits per second
- 500 Gb of backing storage, that I can expand to 1 Terabyte

So, I'm guessing a bit - I have a similar server at home.
Basically, buy any decent desktop computer. You do not need a fast CPU or a great display adaptor, but you need a reliable machine.
If money is no object, buy a machine that's sold as a "server". These will typically have faster drives, easy access bays for adding storage, and better cooling. They might even have redundant power supplies.

For software, stick to what you are comfortable with. I prefer Linux for my servers, because while initially it might take longer to set them up, the pay-off is great reliability (reboot them once a year or so), ease of remote maintenance, great community support whenever you get stuck,and the flexibility that allows you to run any software you need on that server, from file server to print server to even online radios.
