I need an RF Circuit or drop-in OEM module capable of 2 to 3 Miles Urban Range?

Application is mobile, rolling, tracking device. Have tried 900Mhz Maxstream devices and can get almost 3/4 Miles with mixed terrain urban/country environment. Desired height of each transceiver in network is 40" down to 18".
Highest power modules out there spec 1W and all specs are worthless 'line of sight' #'s. Cannot find any OEM drop in's at lower frequencies either, only in the 900 and 2.4 Range. Did find one in the 400 range, but power was very low.
