Is it safe to use PoE on a non PoE device?

Would it be safe to plug the ending cord directly into my laptop or other non-PoE device?

It shows POE output disabled by a switch so you can run it as an extender on one side with the POE injector, then disable any POE power on the output side. That can then plug into any device/switch/PC/etc...

Only concern is, can it be powered by POE on the one end, and turn it off on the other, or does it disable POW on both ends when powered by external power adapter - that is not clear....
