Can a used body control module be re programmed to work in a car?

I have a 1999 Camaro and am trying to replace the body control module. I bought a used one and the dealership said they could reprogram it but when i took it up there they couldnt. Does neone know if a used one can be reprogrammed or do you have to buy a new one? And if you buy a new one does it have to be programmed at a dealership?

this vehicle yes can be re programed you used computer was no good take it back and yes there are some shops that offer flash programming same as the dealer but cost a little less you will have to call around to a shop that offers this service also in some cases if you were to find a used computer same car same numbers it may not need to be flashed depending on what kind of alarm deterrent system the car has
